Albania has appointed the first AI-generated government minister to help eliminate corruption. Diella, the digital assistant meaning Sun, has been helping people use government services online since January. On Thursday, Prime Minister Edi Rama introduced a new digital minister to his cabinet.
“Diella is the first [government] member who is not physically present, but virtually created by artificial intelligence,” Rama said.

Diella will be entrusted with all decisions on public tenders, making them “100 per cent corruption-free,” he said, adding that “every public fund submitted to the tender procedure will be perfectly transparent”.
Rama stated that the decision-making on public tenders will gradually transition away from government ministries, with AI guaranteeing complete transparency in public spending during the tender process.
Corruption in Albania is a sticking point for the country, which aims to join the European Union by 2030.
Last year, the country was ranked 80 out of 180 in Transparency International’s corruption index, measuring perceived public-sector corruption.
Rama is set to announce his cabinet soon after his reelection win in May. Diella debuted as a woman in traditional Albanian clothing, but it’s uncertain if this will remain.
The AI minister will have the authority to evaluate tenders and recruit global talent while addressing concerns about bias and administrative rigidity.
Albania is struggling with corruption in public administration, particularly in public procurement. Diella demonstrates how AI can effectively enhance government functions. However, there are concerns that one problem could create significant security risks.
